Project Overview

Horrocks provided comprehensive CE&I services for two fast-paced, Federal-aid interstate reconstruction projects along I-84 between the Franklin Road and Karcher Road interchanges. Together, these projects represented a major investment in regional mobility, safety, and infrastructure capacity between Caldwell and Nampa. The work included approximately 5 miles of interstate widening and reconstruction, adding a lane in each direction to create 6 lanes of rigid pavement, along with extensive interchange, bridge, and corridor improvements.

Challenges

The projects were delivered under fast-paced construction schedules while maintaining interstate and local traffic through a highly constrained urban corridor. Maintaining safety and mobility for the traveling public during major interstate reconstruction required careful coordination, constant inspection of presence, and responsive problem-solving.

Project complexity was further increased by the number of structures and interfaces, including interchange improvements at both Franklin Road and Karcher Road; construction of overpass and underpass bridges, canal crossings, median barrier walls and sound walls; and ramp modifications. Horrocks addressed these challenges through proactive CE&I leadership, real-time coordination with contractors and ITD, and rigorous quality control and documentation processes.
