I-84, Franklin Road Interchange to Karcher Road Interchange (East & West)
Canyon County, Idaho

Horrocks provided comprehensive Construction Engineering and Inspection (CE&I) services for two fastpaced, Federalaid interstate reconstruction projects along I84 between the Franklin Road and Karcher Road interchanges. Together, these projects represented a major investment in regional mobility, safety, and infrastructure capacity between Caldwell and Nampa.

Project Overview

The work included approximately five miles of interstate widening and reconstruction, adding a lane in each direction and resulting in six lanes of rigid pavement. Additional improvements included interchange upgrades, overpass and underpass bridge construction, canal crossings, median barrier walls, sound walls, and ramp modifications at the Karcher Road Interchange.


Construction Engineering and Inspection Leadership

Horrocks led a large, multidisciplinary CE&I team responsible for daytoday project administration and delivery on these complex interstate projects. Services included:

  • Construction inspection and materials testing

  • Contract administration and document control

  • Preconstruction meeting coordination

  • Quantity tracking and pay item verification

  • Quality assurance and compliance monitoring

  • Project closeout support

Horrocks’ construction staff performed daily inspections of traffic control operations, median concrete barrier and sound wall construction, bridge and structure work, and pavement operations. Inspectors verified grades and dimensions, reviewed formwork and reinforcing steel placement, and monitored contractor activities to ensure compliance with plans, specifications, and safety requirements.


Materials Testing and Quality Assurance

As part of CE&I services, Horrocks provided comprehensive construction materials testing across all major roadway and structure elements. Testing included precast components, aggregates, structural concrete, concrete paving, and asphalt paving—ensuring construction quality, durability, and longterm performance of the interstate improvements.


Structures and Corridor Improvements

Project elements included improvements at both the Franklin Road and Karcher Road interchanges; construction of two overpass bridges at Middleton Road and Ustick Road; an underpass bridge at Linden Street; two Notus Canal bridges; approximately 9,350 feet of median barrier wall; and sound walls to mitigate roadway noise impacts.


Integrated Design and Construction Support

In addition to CE&I services, Horrocks provided design support for multiple contract packages:

  • KN 23081: Roadway, drainage, signing and pavement markings, illumination, ITS, construction staging, and structures

  • KN 23080: Illumination, ITS, construction staging, and structures

This combination of design and constructionphase support improved coordination, accelerated issue resolution, and strengthened continuity throughout project delivery.
