“Horrocks was engaged as part of our design team, working to convert these two traditional interchanges into diverging diamond interchanges (DDIs). Working closely with ITD staff, Horrocks provided value engineering analysis, survey, right-of-way acquisition and traffic control design, and brought valuable experience to this project. These are among the first DDI configurations in our state, and their design and function take some effort to navigate comfortably. Horrocks' team was generous in helping to lead the project with insight and skill and our teams benefited greatly from one another.”

"Kurt Wald provided exceptional leadership as the Project Manager for the US-95 PEL project—the first study of its kind for District 2. He successfully navigated a high-volume feasibility analysis, directing the traffic and design teams to screen an initial 735 concepts down to 17 viable alternatives with technical precision. Kurt’s proactive management was particularly evident in his ability to minimize delays to the project schedule despite significant shifts in federal staffing, ensuring no loss in momentum. Furthermore, he demonstrated a remarkable ability to communicate effectively with both the public and technical staff, managing an outreach effort that engaged over 1,400 participants while ensuring complex engineering data remained accessible and transparent to all stakeholders."

“This project [US-95, Sagle Rd. to Long Bridge] was created in Feb 2021 with the goal of getting these improvements on the ground in 2022. In order to do this ITD hired Horrocks Engineers to complete the design and PS&E documents. In the end Horrocks put this project together in 10 months. This timeline would be impressive in any circumstance, but because this project did not exist before February 2021, there was no preferred alternative yet. So for the first 2.5 months of available time Horrocks and ITD worked through nearly a dozen different potential concepts or sub-concepts. Once ITD decided on the preferred alternative Horrocks was able to push through the design timelines to achieve project success.” 

“Horrocks was chosen to be the design firm on this project based on their familiarity with the problems and issues that surround the area. Their engineers and staff members worked closely with ITD staff to ensure that all elements of the design were met. Horrocks staff communicated the purpose of the project and its complexities to all project stakeholders including the City of Idaho Falls, Bonneville Metropolitan Planning Organization, Bicycle and Pedestrian Advisory Committee, and all others that were impacted by the project. ITD is pleased with the project's outcome, which benefits the traveling public by reducing the delays at the ramp intersection and improving the safety of all users now that the project is constructed.”
