I-84, Franklin Road Interchange to Karcher Road Interchange (East & West)
Canyon County, Idaho

Horrocks provided comprehensive Construction Engineering and Inspection (CE&I) services for two fastpaced, Federalaid interstate reconstruction projects along I84 between the Franklin Road and Karcher Road interchanges. Together, these projects represented a major investment in regional mobility, safety, and infrastructure capacity between Caldwell and Nampa.

US20B Stockham & US20 “Peanut” Roundabout Rigby, Idaho

Horrocks provided planning, survey, and design services for the US20B Stockham and US20 Roundabout in Rigby, Idaho—an innovative intersection improvement that became the first roundabout on ITD’s system and the first nontraditional, “oddshaped” roundabout in the region. Delivered on an aggressive schedule, the project significantly improved safety, access to local businesses, and corridor mobility while introducing advanced 3D modeling and Automated Machine Guidance (AMG) construction to ITD.

US20 Diverging Diamond Interchanges Rexburg, Idaho

Horrocks collaborated with the Idaho Transportation Department (ITD) to retrofit two critical interchanges in Rexburg, Idaho US20/SH33 and US20/University Boulevard—by converting traditional diamond interchanges into diverging diamond interchanges (DDIs). These projects represent a significant improvement to mobility, safety, and reliability along US20, the primary access route serving Rexburg residents, regional travelers, and approximately 22,000 Brigham Young University–Idaho students.

SH55 Corridor Improvements – Pear Lane to Middleton Road Canyon County, Idaho

Horrocks provided comprehensive transportation planning, environmental clearance, preliminary engineering, and public involvement services for approximately 10 miles of SH55 between Pear Lane and Middleton Road in Canyon County. Identified as a highpriority corridor, SH55 is a critical freight and commuter route serving growing communities, agricultural operations, and regional travel demands. Horrocks’ work has positioned the corridor for longterm safety, mobility, and economic growth.

Horrocks provided environmental clearance, planning, preliminary design, and PS&E services for multiple segments of the I84 corridor between Caldwell and Nampa. This corridor serves as a critical regional and local route through one of the Treasure Valley’s fastestgrowing communities, requiring longterm solutions to improve safety, capacity, and operations.

“This project [US-95, Sagle Rd. to Long Bridge] was created in Feb 2021 with the goal of getting these improvements on the ground in 2022. In order to do this ITD hired Horrocks Engineers to complete the design and PS&E documents. In the end Horrocks put this project together in 10 months. This timeline would be impressive in any circumstance, but because this project did not exist before February 2021, there was no preferred alternative yet. So for the first 2.5 months of available time Horrocks and ITD worked through nearly a dozen different potential concepts or sub-concepts. Once ITD decided on the preferred alternative Horrocks was able to push through the design timelines to achieve project success.”
